(further "Festival MGD") - is Festival MGD with thematic competitions of cinema - a television - video programs, films, photocompetitions, competitions of drawings and pictures, author's programs of delegations, student's and school mass-media, youth radio, youth the Internet – projects, journalistic clubs, the best publications of the youthful press from every corners of the globe together with festivals of professional mass-media and world cinema.

The Festival passes with active support of the international state, commercial public structures, mass media of the countries of Europe and Asia.
1. The purposes and the Ideas of Festival :
• Peace-making mission of youth of the world, directed against any military operations in Time of movement of festival MGD on the countries of Europe and Asia (all military operations for the period of festival MGD movement stop – any shot should not sound, any bomb should not fall).
• Popularization and support by youth mass-media of social and civil initiatives of cities of the world in which will be made: disembarkation from the ocean liner to coast in port of cities also are carried out peace-making actions; creative meetings, exhibitions, trainings and master classes; conferences and holidays, viewings of programs and the films made during given actions; registration of stands from a photo, drawings, pictures and the youth press, releases of digests of this or that city; an establishment of contacts and signing of contracts with world cities on the future.
• Development of a cultural and information exchange with world cities.
• Support of exceptional children, youth and teachers of the world, association within the limits of festival movement of the collectives working in the field of professional and amateur video, radio and the press, an exchange of experience and cooperation between collectives and teachers; professionals and fans, authors and beginning collectives.
• Popularization of new methods of training in the field of mass-media.
• Carrying out of master classes, seminars and "round tables" on the liner, and in establishments of cities in which disembarkation to coast are be supposed.
• Creation in public consciousness of people of the world of positive images of cities, people and the various enterprises and establishments means of cinema and TV, the press and radio, formation of the youth new TV, new cinema,
radio and the press which basis the ideology, the world and creation should become kind.
• Protection of the rights of children and youth mass media.

Cities of the World : Novorosijsk, Batumi, Istanbul, Antalya, Limassol, Haifa, Alexandria, Barcelona, Marseilles, Rome, Palermo, Malta, Athenes, Varna, Odessa, Novorosijsk. 11. Jury.
At festival the jury for an estimation of competitive works is created. The jury include known masters creating cinemas, skilled teachers and critics, journalists, editors, programmers, actors of cinema, economists, lawyers, experts on religions.
Responsibility for selection of jury and the control over its work is assigned to Festival Organizing committee.
The jury do not include representatives of Organizing committee.
12. Rewarding.
The prize fund organisation is assigned to Festival Organizing committee. Diplomas, the reading and writing, the special prizes, memorable signs, souvenirs, gifts will be handed over to participants of Festival.
It is authorised to businessmen, to firms and the companies to bring charitable payments during opening and festival closing and to establish the prizes.
The announcement of results, rewarding and Gala concert will pass in day of closing of festival.
Rewarding is made in each of the presented nominations:
1, 2, 3 place - «the Diploma of the winner»
4, 5 place – «the Diploma of the nominee»
The special award (Grand prix) is given to one of owners of the first award. It should type a considerable quantity of wishes and liking of jury. Under the jury decision the special award (Grand prix) can be cancelled.
Participants - owners of Grand prix take part in the fourth Festival MGD free of charge. Participants – owners of Grand prix of second Festival MGD take part in the third festival free of charge.
13. The rights of participants and nominees of Festival MGD to territories of the countries and cities where disembarkation to coast from the ocean liner will be made.
Participants and nominees of Festival MGD have the right to take part in all actions, meetings and the actions organised by mayor and governors of cities where disembarkation to coast will be made. They also can be a producer of the programs, films, to realise the production, and to conclude contracts with other countries, but with obligatory registration of the given event. Before an exit and product carrying out on coast of this or that country and after there will be a returning to the ship, to make the report on realised production. Successful realisation production, or the successful contract grant the right to the participant to bring a charitable payment in fund of Festival and to receive additional privileges and regalia which tax exemptions in the countries of Europe and Asia will give the chance.
14. Author's and other rights.
Photographing, television works at festival of competitive days, Gala concert and other events of Festival MGD have the right to carry out only those television companies who will be accredited by Festival Organizing committee. The order and the accreditation form are established by Festival MGD Organizing committee.
Photographing, television works at festival participants of competition or persons accompanying them is carried out on treaty provisions.
Arising questions at issue dare by negotiations with Festival Organizing committee. The ocean liner also is an advertising subject. And photograph, do video of the ocean liner persons and the companies if they have the permission accredited can only. All other photos, video are considered as the illegal.
15. Demands and conditions of payments.
The sum of a payment to participants, nominees, representatives of mass-media, to businessmen and tourists it will be established in addition.
For participation in competition and exhibitions it is necessary to make an application in Festival Organizing committee of Festival. Demands will be accepted under the certain form which will be placed on the Internet - site www.nptm.ru in section FESTIVALS – the Third Festival «The World in the Eyes of Children»
