  2.   Stages of implementation   • Launching the international Internet portal «The Children's State», Moscow, 2006г.

  • Holding «The World through the Eyes of Children» International Open Festivals of programs and films produced by children and youth television studios, assisted by the «EURO-IN FILM» Festival of European and Independent films.

  • Setting up in Moscow the International Union of Children and Youth Television Studios as an organizational and methodological center of planetary culture «The World through the Eyes of Children».

  • Formation of a sequence of international TV programs on the basis of «The World through the Eyes of Children» children and youth programs and films.

  • Opening the international TV satellite channel «The World through the Eyes of Children» (Moscow, 2007).

  • Staging the «Children's State» project.
  3.   The project objective   Cultural and information exchange, development of cooperation among world children and youth television studios in the field of TV, culture and education and enhancing the role of these television studios, TV personnel training, protection of the rights of children by means of TV, popularization of new methods of training, promoting «The World through the Eyes of Children» youth brand.
  4.   Summary of the program   Cultivating the ability among the coming generation to make own judgment of the world by means of TV, educating a XXI-century personality, amalgamating constructive information worldwide in order to shape the future through developing positive images in mass media by power of children imagination and creativity.
  5.   Co-organizers, supporters   International Union of Public Amalgamations «Allied Public Chamber»; the Ministry of Regional Development of the Russian Federation; the Council of the Federation of Federal Assembly of the Russian Federation; the State Duma of the Russian Federation; Chamber of Commerce and Industry of the Russian Federation.
  6.   Results   Staging the First International Open Festival of programs and films of school television studios of the CIS and Baltic countries «The World through the Eyes of Children». The author of the project Mrs.M.A.Filatova was granted the award of the Government of Moscow for the idea and its implementation.
